Transfer call not working

Expected response: My call to get transferred to "Marketing" (which is my other phone number - for testing purposes)
Response I got: VAPI agent said that she will transfer the call, but ended up "ringing" on my end as the caller, and no actual ringing occurring on the "Marketing" smartphone I have prepared for this test

Additional notes:
- The AI agent is currently associated with a Twilio number for New Zealand
- Originally, I had the Transfer Mode set up as "Blind Transfer" with the intention of keeping it simple. However, the call ended up dropping immediately when the 'transfer_call_tool' is used.
- Then, I found a similar thread (https://discord.com/channels/1211482211119796234/1211483291191083018/threads/1404868309601751193) which recommended using the "Warm Transfer - Experimental" transfer mode. This prevented the call from immediately dropping out when the 'transfer_call_tool' is used, but the call still isn't being transferred.
