Booking call agent inconsistency

I made a call agent that books appointments, when I’m booking a appointment and pick a time that’s booked it’ll sometimes say that time is booked and suggest a available time, however somtimes when I call it again, and ask for a time that’s booked it’ll say it’s available? Why is it inconsistent? Sometimes it doesn’t let me book a time that’s unavailable and other times it’ll double books, why is it so inconsistent?
