Outbound Calls Failing – “Over Concurrency Limit”

We are currently unable to make any outbound calls through the platform.
Both campaign calls and individual test calls fail with the same error message:

{"message":"Over Concurrency Limit."}

Additional details:
• There are no active campaigns running at the moment.
• There are no ongoing calls in the organization.
• Still, every attempt to place a call results in the error above.

We kindly request guidance on:
  1. Whether there is a concurrency block incorrectly applied to our organization.
  2. What steps are recommended to restore outbound calling functionality.
This issue is urgent, as we are currently unable to use the outbound call feature.
