status-update being sent without subscribing to it

I have assistants where I only subscribe to the end-of-call-report. However in some cases the end-of-call-report is not sent but the status-update is (even though I'm not subscribed to it), and in other cases no webhook event is sent. Why is that? I'm hoping for a system where I get just 1 webhook event after the call has concluded.
