Error Updating Payment Method

I am from India, and i am not able to add my card, international transactions are allowed on the card. It says Error Updating Payment Method.

I'm using open ai realtime api. did something just break? all of a sudden it stopped responding after the first message and just sends hang events. this even happens with the dashboard and "talk with assistant" button, not just my API

Imj in the US and Still get the same error- my wallet is frozen - when I try to add my card to buiy credits I get an error.

How does someone get help round here? I'm new and cnt fford to wit 24-48 hours JUST TO ADD CREDITS - this is costing me money!
