Tool Argument JSON Comes Through Differently

I have a tool with the property "Confirmed?" and sometimes it comes through in the JSON differently

I'ved provided in the pictures, as you can see sometimes it comes through like this:

}

and other time like this:

"name": "Confirm-Or-Cancel-Appointment",
"arguments": "{"Confirmed??": true}"
}
