"Over concurrency limit" error even though I have no calls running

I can't talk to my bots because of this. Is there a fix to this error?

Go to billing and change the number.

It is the over concurrency limit error, It is supposed to be an error that you get when you have more than 10 concurrent calls running in Vapi, but I don't have any calls running.
