Ignoring function call responses

I'm using a Make function to return the correct agent for a caller's council number. In this call, the AI successfully selected the correct agent for the caller's council number initially. But when asked to search for different council numbers, the AI kept saying the name of the first agent even though the function on Make was returning the correct agent.
Also, the AI even acknowledges its own mistake in the call transcript:
"AI: It seems like I'm getting the same agent for all these council numbers. I apologize for the confusion."
