Issue with agent not calling tool calls when it should be

As attached above, it is a known issue that sometimes LLM says it'll use a tool but doesn't do what it says, bottle necking the call. These cases seriously effect the customer experience and want to know if there's a configuration to handle this (such as sending SSE on 3 second time-out after assistant-end token).
We have tried altering confidence threshold both for transcription + EndOfTurnConfidence.
