Phone Number Stuck After Org Deletion

Problem: Deleted organization but can't re-add Twilio number to new org. Still getting "Phone number already in use by another org" error.
Steps:

Deleted old organization with Twilio number
Try to add same number to current org
Error: "Phone number already in use"

Expected: Number should be available after org deletion
Actual: Number still appears claimed by deleted org
Impact: Can't deploy agents without phone integration
