"Over Billing Limit" - Neither Twilio or Vapi are over limit

Title explains it. When I call the phone number of the assistant, it says I'm "over billing limit".

Before that btw, Twilio gives a disclaimer that I'm on its free trial, and then lets me move onto talking to the assistant. The "over billing limit" voice (the voice that says that) is the same as the voice that gives the Twilio disclaimer, so maybe the issue on the Twilio side?
