I've patched my server URL for a specific number, but it is still using account url

No assistant is assigned, so I was expecting an ASSISTANT_REQUEST to hit my ngrok URL. But there are no requests at all, it appears to still be using the base server URL associated with the account

I can confirm that the server URL is indeed changed to my ngrok url when I GET phone number.
